It is in the period 1917-1918, when Germany at first did win the war against Russia (Treaty of Brest-Litovsk) and later did loose the Second World War. Actual Lithuania, Poland and Belarus had been occupied, while in Estonia-Livonia-Courland (actual Estonia and Latvia) it had been proclaimed a short-living "Baltic Duchy".
Hello Gio Ve These Postgebiet Ob.Ost overprinted stamps were used also in Estonia. I have several of those stamps with cancellation of Reval, Dorpat and Walk.
