The sender is the Таврогины / Tavroginy (now Tauragėnai, Lithuania, not to be confused with Таурогенъ/Taurogen - Tauragė) Volost administration office which Salakas was part of. It has a nice seal on the back with a coat of arms of Kovna Gubernia. Volost is a Russian administration subdivision which roughly corresponds to a county.
